Skateboarders in parking lot just North of Kullberg's

This isn't necessarily a complaint as a curious call out to someone that was involved for a bit more info about something I noticed tonight around 8 PM that on the surface would seem a little concerning.
There's a parking lot on the North side of Kullberg's on 18th St that I believe is usually used by Royal Bank customers during business hours. At the Northwest part of that lot there's a long concrete wall that's I'm guessing 3 feet tall. That wall runs East-West and eventually borders the sidewalk on 18th St.
Tonight there was a group of about ten young guys and girls, some of which were skateboarders doing what looked to me like some very dangerous higher speed maneuvers down that wall that ended up with them nearly jumping the 18th St sidewalk and in some cases actually ending up on Brandon's busiest and most accident-prone street.
There looked to be some level of co-ordination to what they were doing to make sure that there was a brief break in traffic on 18th before they'd go for a skate down the wall.
The whole thing was being filmed by one of the kids with a camera that looked to be a grade better than your run-of-the-mill personal camcorder.
I'll admit I'm not normally driving that stretch at that time on a weeknight, so maybe this is something that happens regularly??? Either way, just curious if this was a case of kids doing something not-so-smart in the name of putting together a disposable Youtube video, or if there was something more to it based on the quality of the camera?
