Has the Bylaw been passed requiring folk

to bring their bins back to their yards after collection day? Two homes leave their bins leaning against my fence instead of dragging them back into their own yard. One is collecting a huge pile of empty boxes which are moulding. I understand some folks have back problems, etc. but please have some consideration for others' property!
