ridiculous: Job hunt

I had a chatter about this before, but now cant find it, so I'll start again. So I am a single mother. I recently lost my job, but have now started a new job, part time. Out of 40 dropped off applications and resumes, this was the only business to give me the time of day, as due to my daycare hours, I am limited to hours I can guarantee an employer. So I am working about 25 hours a week currently. I applied to EI and was approved, for my first week from EI I shall receive $17, because I will also receive $200 in wages for the same week. I have also applied for social assistance to help me out till I am stable again. I spoke with my worker today. Oh guess what $200 a week puts me OVER the limit to qualify for assistance. I was told that possibly I would be able to get a one time assistance to help with my rent. For 1 adult and 1 child, that amount is $387. My daughter and I share a room in a 1 bedroom apartment, and this will still not cover my rent. How is it that making less than $1000 a month means you do not qualify for assistance. In this city, most rents are a minimum of $600?? I just dont understand how this can be done, and does anyone know where I should turn now?
