For the past couple of weeks, a newspaper from Southern Manitoba has been calling me in different times during the day and evening. I know its a newspaper in their circulation department by doing a reverse phone number check. I don't answer the phone when I see their number come up on my caller id. I've emailed them to stop phoning me and remove me from their calling list as I'm not interested in subscribing to their newspaper. I also mentioned that I emailed them a few months earlier to have my phone number removed from their list.  
 
To this day, this one newspaper keeps calling me. I do belong to the Do Not Call List. Is their an avenue to make a formal complaint?
