Can a neighbor legally take down their fence?

can a neighbour legally take their fence down without letting the neighbour sharing the fence know?I have dog's and my neighbors know this but the other day I discovered they took down part of our fence without even telling us, what if we didn't notice the fence gone and we let our dog's out and they went missing.What kind of friendly neighbor does that?I'm very upset about this and don't know what to do.
