Parking Ticket Help!

Does someone know if a City of Brandon bylaw exists that explains what I can and can't do in a "no parking" zone?
I'm totally ticked off that the enforcement officer gave me a ticket for stopping 15 seconds in a no parking zone (not a "no stopping", just a "no parking"), long enough that a passenger could get into the car. By the time the officer told me to move, it would have been unsafe to do so as I might have hit my passenger (they were hanging around, apparently, giving out tickets the past couple of days in the same spot). It took her way longer the write the ticket than what I would have been stopped for!
From what I found in the Highway Traffic Act, I was allowed to stop there for the "purpose of loading or unloading", but I wanted to know if there was a separate bylaw that supercedes that?
Or am I totally off my rocker thinking I did nothing wrong?
