Is panhandling legal?

Over the last couple months there have been a number of people panhandling up by Walmart, at the interestion on Kirckaldy and 18th. I thought there were laws against doing that, but with the number of people panhandling as of late, maybe it is legal.
I was just curious, does anyone know?
