Brandon trying to save water?

Herd different ways brandon is trying to save water. well over on Van Horn avenue and 14 street east their is a fire hose flooding the ditch. this has been going on since the beggining of MAY. everytime i go to work i can smell the clorine. now the south side of the road is flooding. DOES ANYONE KNOW WHAT IS GOING ON?
