I find that the people that drive too slow in the passing lane are a hazard. Also, people that come within less than a car length behind and then change lanes to pass. To me that is reckless and dangerous. The passing lane is for passing only and slower traffic must keep to the right lane.
I have seen people driving in the passing lane when there is no traffic in the slow lane. Maybe it is because that lane is smoother, I have no idea, but they should pull over when they see a car behind them.
I used to live in Germany and if you want hazardous drivers, try driving on the Autobahn. There is nothing scarier than having a car flash their lights at you to get out of the way and then when you can't immediately move, bump you. This all at high speeds. The minimum speed on the Autobahn is 120km/h, at least it was when I was there.
The best thing is to adjust for weather and traffic and to be courteous to other drivers.
