Road Construction

What is with the large bumps on richmond west. I have gone over them in other places but it seems to me the one near the traffic circle is really bad. Now, don't get me wrong, I dont mind the construction, yes it can be a hassle but I am willing to put up with it if it means better roads. But just curious why they leave this here for so long with no signs and such harsh bumps. I dont see any signs anywhere telling me to slow down or letting me know that they are there, and even when you go over them at the speed limit and lower it is really still quite the bump.
Are the rules/regs against this?
should there not be warning signs?
How can a person drive through other major construction sites and have so many signs that it's almost too many to read and then go to places like Richmond and have nothing to tell me about anything.
And another example was last week I was driving South over the 18th street bridge, there were no signs leading up the bridge, but there were cones in the middle of the road making us change lanes, it was dangerous and backed up for quite awhile with everyone trying to move over.
How do people get away with no signs or people telling the traffic?
Who is doing this work?
Who can this be reported to?
Again, I dont mind the construction, I can plan ahead and be prepared for delays but are there no rules for this sort of thing...
