How will the new 18th street bridge effect traffic flow on 18th?

With us being ever-so-close to having both new 18th street twin bridges opened to two-way traffic, a topic I'm hearing more and more chatter on is people speculating just how much of an impact it will have on 18th street traffic flow.
There's one school of thought that suggests we're still looking at traffic jams as long as we have just one lane going North over the Daly Overpass.
Another school of thought is that by going from two bottlenecks to one will be enough to make driving that stretch during rush hour tolerable with proper tweaking of traffic lights.
What in your opinion will be the end result?
