When bus students don't come home off the bus

Today was kind of scary for alot of parents of Riverheights students. My child's bus is supposed to be home(at bus stop) at 4:25pm. All of us parents were there and no one's kids came off the bus. Therefore automatically assuming the worst has happened and all kinds of thoughts going through our heads such as lockdown or something. After racing through the city to get to the school to find my children I come to find out that the teacher would not release the kids to get on the bus at the right time. They are supposed to leave the school at 4pm and the teacher said she was not allowed to let them out until 4:15pm. Today is the tenth day of school and we have had no problems til today. When my daughter asked this teacher to phone me and that I would be worried she was denied. The principal was not notified either(Boy he will be in the morning)as he had already left for the day. Which really brings something else to my attention. Am I not right in thinking that the principal should not be leaving the school until all the children have left? What are everyones thoughts on this? No phone calls were made to any of the parents and the bus driver told us at the bus stop that he had waited for almost 10 minutes and the kids wouldn't come out. This teacher has been on bus duty before, not her first time, so why did this happen? Kids are all home safe now but we did not get home til 5:15 and that is when I saw another bus coming into our subdivision. When all of us parents called the school to see where our kids were there was no answer.
