High/low beams

After being in this province for almost 3 months, i have come to the conclusion that people do not use the button to turn off high beams once they are on. No matter how far away they are from another vehicle, either behind or coming towards.
We all have a hard time seeing, you are not the only one on the road. By turning off your high beams you help the other driver as well.
Why can some people be so inconsiderate of others safety and just leave them on all the time! The button is there, you know how to turn it on, the reverse motion turns it off. It's this simple task that will help make the roads safer.
Is there anyone else who is frustrated with this ...
