Police and traffic offenses

I have commented on different threads but don't seem to get any response. So thought I'd start one to see I could get some answers. With so many accidents lately and driving in Brandon seems to be getting worst that what I would say as I moved here 6 years ago, I can’t understand our law enforcement. I have rarely witnessed a car pulled over and ticketed.
WHY don't the police give out more traffic tickets to these bad drivers? Are they too busy with other crimes? If I can witness so many people not stopping, speeding, tailgating, running red lights, not yielding to pedestrians, etc. Then WHY do the police not see this and ticket these drivers? Are they under staff or it is just not as important as other crimes?
On the way to work, I’m sure I could hand out 5 tickets daily. I have often thought about video taping a corner in Brandon just to show how few cars actually stop at a busy intersections. We all see these drivers and we may even be one at times, but if we got a ticket and had to pay, I believe some of us might have more respect for the traffic laws. Or learn that how they were driving is illegal.
Also would this not be revenue to the city, with all the fines being paid! Mayor/Councillors/Police Chief just think of the money to be made and most important making our streets safer.
