The pain of the train

Yes, we live in a smaller size of city. But it is a city that is divided by a set of train tracks. Not only is this an inconvenience, but I also see this impairing services like EMS and police.
Does anyone know if a feasibility study has been done to put in an under over pass, say on 1st street, to alleviate this as a problem?
