snow by schools

I am wondering who clears the snow on the side walks beside the schools?? city, BSD, or the school its self?
I walk my child to school and we end up walking on the road cause the sidewalk is almost impossible to walk on.
As the majority of the kids going to the elementry school are walking on the road because its almost impossible to walk on the sidewalk!!!
I am really disappointed to see this
