spring flooding and property

The Brandon Sun's headline today reads "Spring flood could be 'our big one' " with the artice going on about how it could be liked to the flood of '97 in the Red River Valley.
I contacted a insurance company this morning, if you think your house insurance covers this... guess again, only sewer back up, if it comes in the doors or windows your pooched, no coverage.
What does the city have for emergency preparedness? Is the riverbank discovery center going to be sacrificed? Will the first street dam be dismantled to allow more water to flow at a lower level?
