See these things all over the place in Calgary and Saskatoon (picture added). Sound like a great way to give a newly planted tree a good start. I see they can be had on Amazon/eBay but does anyone know of anywhere locally that carries it or a copycat?

From looking it up on line, I do not know why you could not make one up with pails around the tree with holes drilled in it to slowly release water. I use several 2L pop bottles with holes in them (use small drill bit)to water plants that require a lot of water to start off. You can do that with trees on a larger scale, just fill them when they are empty.
