Highway 1A construction

So I see Highway 1A between Brandon and Kemnay is being worked on again with portions of the roadway having been stripped off. Test strips? Something else? With all the signage along the road yesterday I thought maybe the shoulders were going to be paved as was mentioned before last summer.
