I noticed a new truck this morning, 2 guys get out, and dump the recycle bins by hand into the back of the truck. When did this happen? Also people, you do not need to bag your recyclables, please read the website.

regular garbage/recycle day? Can't be a breakdown of the truck because the city uses the same truck for all three pick ups don't they?

this truck didn't have the side arm to pick the cart up, it was done by 2 guys dumping them into the back...just like the old days. lol

The kids thought it was great. I think they were doing it by hand to kinda sort it and get people to see what they shouldn't be putting in the blue bins.

rear loading truck has been used for various uses for a few years now.  
 
There is now a leased front loading truck for the new bins at the recycling depots.

are they replacing the side loading trucks?

The side-load trucks are being replaced with new side-load trucks, which the city just approved a tender for. The front load recycling containers/trucks are just something new the city is trying out and the rear load garbage truck is used to pick up larger items and tree branches that the regular trucks cant pick up. Its also used sometimes when the side load trucks are behind or one of the trucks is in the shop.
