I have noticed there has been some large concrete boxes being buried along highway 1A west of Brandon.  
 
I saw MTS and Manitoba Hydro trucks. Some RFnow service trucks.  
 
Is there a new development going in along the west side of Brandon. Does anyone know what the Cement Boxes are. Some speculated it was sewer. Or are they a junction box for underground power lines? Just curious

Sounds like manholes for underground cables. Google "telecom manhole" and take a look at the images.

Those things are called vaults. They are used to put junctions of fiber-optic cable, power, phone etc in a safe place. they can be opened later so that things can be added or changed. It's much safer than above-ground "pedastels" because they won't be damaged by cars running-over or graders piling snow, etc.  
 
I believe that RFNow is bringing a fiber cable all the way from Virden to Brandon, so it seems logical to conclude that these vaults are to facilitate whatever connection they are installing. The RFNow logo is visible on some of the equipment in the ditch just at the edge of Brandon.
