Recently, like last week, our apartment caretaker posted notes that the garbage bins were moved to the visitor parking.  
 
This is unacceptable. The bins are now almost half a block away for some residents.  
 
Who determines where the bins are located? The caretaker or the city? Can we get this changed?  
 
People are really ticked off as they have to drive there garbage to the bins. Yes, it is that far away!

referring to the small plastic bins that homes have (city) or the bigger metal bins (Overland)?  
 
In someways, the relocation of the bins would have to be approved to ensure the garbage trucks can access them.

i would guess it would depend on who owns the bins but the complex might have gotten a touch of say, tho i do wonder how far away visitor parking is from everyone? because honestly no matter where the bins are someone has to walk and someone has to be the farthest from them, at least you wont have to look or smell the bins lol  
 
if it really bothers you tho i think its something you need to talk to your landlord about

I think they are the citys because that is who picks them up. they are big metal bins.  
 

are big metal bins then they are Overland not city. The only metal bins that the city picks up are the yard waste and recycling bins at the depots. And they also have some white trucks.
