Have you thought of finding where the barking is acctualy coming from and talking face to face with the person or if that doesn't work call animal control.

but sometimes that makes things worse, yes, personal experience....

... the dog is just let out alone to bark and bark and bark?  
 
I'm just asking because my dog is quiet when out alone, but if I'm out with him, he gets really excited and barks tons. It helps it I throw a ball for him, but obviously I'm not going to throw it if he's barking. We're working on waiting quietly before I throw.  
 
But there's a ton of barking in the meanwhile. We're working on it.

If it's more to the north of Richmond I know exactly what your talking about. It's constant, and loud! If your dog is going to bark for hours on end when your out with it, it needs to be taken inside (I'm not saying you let your dog, but this person would have to be pretty stupid to stand out there for hours letting there dog do this, so I'm going to guess there not home)!

People are SO easily offended these days, even if you're polite about it. I think it's an accountability thing..  
 
It's not a definite-for-sure that the owner is aware of what the dog is doing, but come on... lets get real. lol  
 
The OP shouldn't have to go out of his way to locate the dog and confront the owner. The owner should just exercise some common courtesy, that's all.  
 

If you do not want to talk to the owners face to face, which I would do tell us than which house it is and maybe they are reading this... There are 3 or 4 dogs in that area that bark!

If the barking is not a playful sounding response but aggressive territorial sounding one (you dog owners know what I'm talking about) then animal control should be made aware of this dog and dealt with because speaking from experience sooner or later it will get out and will attack some person or child.

Some dogs just bark when they are outside. I have a neighbor who lets her dog out and it just stands on the deck and barks at nothing. When a complaint is put in she denies her dog is outside unattended (because it is the rules of our development). At least for now it seems to have stopped which is wonderful.
