I have had success with claiming taxes back on parcels sent to Border Services. However, you need to have the minimum $25/receipt to qualify and have to send them the receipt and packing slip from the package to show you've taken the item out of US. If I didn't receive the packing slip, I'd include the tax paper from the Border showing the total purchases I brought back across the line. I haven't had any of those bills denied a refund so far.
I've only used Amazon.com bills as when you ship to Border Services, they charge you the tax for Dunseith, so when you type the receipt information, you'd select Dunseith as the city.
They are helpful if you send them an email and ask for clarification, that is how I found out how to do the online purchases.
