I have a birch tree in my back yard that is in rough shape. It has been failing for years now, am I too late to try and treat it?  
 
Is there any products out there you recommend?

Look all over the bark and see if there are any small holes shaped like a letter D. If so, there are bugs in your tree. Likely too late. 10 years ago our front birch tree started to die and we were told it was a bronze birch borer. Tree was covered in tiny holes shaped like a D. Never saw a beetle, but the tree was dead by next spring.

either a tree surgeon or the Botany dept at BU, either one will take a look at it and tell you what the problem is

was a small tree when we planted it 10 years ago - grew rapidly - last year one of the trunks didn't leaf out - there were holes in many places throughout all 3 trunks.  
Called John Gontree (certified arborist) who said the holes had been made by woodpeckers and then bugs got into the holes and the entire tree was infected with a fungus. Sorry to say the tree was dying - they expertly removed this large birch tree - ground the stump several inches below ground level and thoroughly cleaned up - I was very pleased with their work but sorry to see the beautiful tree die in only 10 years,
