In our experience it is the ones you try to approach politely that take it as carte blanche do act like a bigger douche. Then you certainly have to get the police involved.
The first thing I did when I bought my first home was look up bylaws, both noise and other things. My yard had a very deep pond but zero fence, so the first thing we did was put up the necessary height fence. We had a survey done to do it right, but still the neighbor took offence and wrote us a letter saying our fence placement was on his property (he was a bit senile, poor old guy - we had spoken to him before we put it up, showing him the survey and planning in advance but he forgot)
I had neighbors leave nasty notes on my car saying that I was parking too close to their home - on a public street no less, so I finally had to have bylaw have a discussion with them that they did not own ANY part of the street on or around their house. No word of a lie, I could be six feet from the edge of their property and they would complain I was too close.
Some people are just rude, self centered and do not care about being decent to others and I find these days it is just better to let the police and bylaw do what they are charged to do.
Especially these days when anyone can snap and go crazy....you just never know.
