I bet they use a outside company that brings their own and they hire very few locals other that that they may use extra staff the other Sobeys can spare.
They may have their own corporate set up or merchandising team. It is not just a hard labour job. Setting up steel racks/shelving in a short time is one thing. Doing the retail merchandising is another. I worked for a couple of full set up companies paid by some majors that never relied on massive numbers of local people. Carpenters for custom counters and displays are generally outsiders.
Some have used locaels but they already have either freelance merchandising jobs with several companies who hire staff to do local resets in merchandising.
Walmart at one time once the keys to the building were handed to them went six weeks before they did a soft opening. Fast. Training locals takes time.
I suggest you email Sobeys or the owner the Empire group or go to the Web site for info. Go to The Sobers that is closing and ask the manager/HR people.
It is a fun job but usually 12 hour days with few days off.
Hope you get work there. Quite the experience.
