Do they not have a place to park on the street, driveway or in the back lane? Is it a derelict vehicle or a regular parking spot for them?
I''d make a call to the City of Brandon to double check the by-laws. I wouldn''t be happy either if I had to look at that.
Like one poster mentioned, it doesn't matter if one owns a property. There are certain standards in any and every neighbourhood that reasonable people will uphold. Property ownership must still comply with a certain standard to be considerate to neighbours. And this is the way property ownership is.
