Can someone explain to me why there are the signs "speed find double" are at places where there is no construction.I know there is one around the turn off to neepawa..and no construction.... and my brother in law got a ticket around one of these areas.

Also people speed to pass idiots you can''t go the speed posted. If there were more passing lanes..wouldn''t be an issue. If you dont like people speeding...stay off the road.  
 
Now back to my question. Why are the signs "speed fines doubled" where there is no construction. Is this a new thing that will be happening?

These signs are posted to help reduce speeding in work areas on highways. It's a "Safety" concern. There should be "No" need to speed. And, if you can't drive without speeding, "Stay" Off the Highways.

It is a construction zone, pretty simple. Even though they may not be there at that exact moment your brother in law chose to ignore the signs.  
They may have moved to another location, or on a meal break, inclement weather, whatever.  
On #10 North between Minnedosa and Brandon, there are at least 3 designated and marked construction zones, and sometimes they're working there, sometimes not.  
Doesn't matter. Just obey the signs.  
Just like in a school zone - even if there are no kids around, you still have to obey the rules.

They have to double them to get through to arrogant morons like yourself... give your head a shake dude... "if you don't like speeding stay off the road". Seriously??

You're not supposed to speed, even if it's to pass someone. Do we all do it? Pretty much. But it's still speeding, and we're not supposed to do it.

It might be a problem area for excessive speeding so local law enforcement may have placed the signs there to try and reduce the amount of speeders. "

reading the Work Zone Manual, they just can''t put out a ''Speed Fines Double'' sign just because they want to.  
 
'A written record detailing the location, time of installation and time of removal of all  
regulatory speed reductions must be maintained by the traffic authority/contractor.  
 
The use of reduced speed limit signs must be limited to those specific sections of  
highway where the pre-approved condition or hazard exists. They must NOT be used  
throughout the project unless the pre-approved condition or hazard dictates. Speed limit  
signs must be removed immediately when the conditions change or hazards no longer  
exist.'

if there's no corresponding signage for the construction zone, I'd document it and fight the ticket since the regulations for those zones a specific.  
 
If there is other signage in accordance to the Work Zone Manual, then he's SOL!

Are speed fines triple so be happy it only double lol

those construction workers are lucky to get those signs so drivers slow down driving close to them...cyclists get zit nothing. Drivers drive by cyclists in whole speed no slowing down and at times quite close too. Cyclists aren't less human than construction workers, they deserve just as much right to live than those workers.

I haven't been up to the Neepawa area since the spring time, so im not sure if there has been or is road construction. But on other highways I have notice that the road construction signs are all turned towards the ditch away from traffic, but the "speed fines double" are still up facing traffic. I've also seen them up when there are no construction signs around. So im curious myself.  
 
But probably your best bet is to contact Manitoba Infrastructure and Transportation or the RCMP and ask them.  
 
But there is construction on highway 10 by the turn off to highway 16 and if that is what you are talking about, you have to slow down whether construction workers are present or not and that area is full signed and marked.

the Designated Construction Zone has been made inactive and there's no other maximum speed being shown, the Speed Fines Doubled should also be inactive. Meaning you should be able to go the normal speed limit for that road.  
 
And the Speed Fines Double should not be used when there is no Designated Construction Zone. So no isolated sign stuck out in the middle of now where.  
 
The Work Zone Manual seem to be very specific on how a construction zone is to be setup and regulated. It seems like some companies disregard some of these regulations.

Just because there isn't construction happening in the immediate area doesn't mean it's not a construction zone.

I travel the #10 every day for work! I know exactly where the original poster is talking about! Yes, there are speed signs double, but there is only a 60km/h sign posted occasionally. Like this morning, there was no sign saying what the speed limit should be, there workers were not there. When they are there, they usually put out the 60km/h signage!  
 
So since there is no speed limit posted to what we are suppose to drive, does this mean, i'm still suppose to do 60km/h even when there is no speed posted! That highway is 100, how is a person suppose to know what the speed limit is, if no sign is posted? and don't give me the, "use your brain" s*%#...cause I go the speed that is posted on the signs, I dont' guess!

Came thru there last week and part of it was 80 and some 60kph, but many of the signs had the "Speed fines triple" covered with plastic. Thought that was odd in a construction zone. I wish everyone would abide by the rules, both drivers and construction crews, if signs are to be followed.

I'm pretty sure when construction signs posted with no speed limit signs it reverts back to regular posted road speed for that road. I see this all the time after hours when the speed signs are gone in a construction zone.

Most times these signs in a construction zone that may or not have active work on it during that time.  
 
Normally they are set up at the start of a construction are that could be fairly long. It lets workers come and go into all areas of the site. Waste if time to set up and take down multiple times a day.  
 
They are supposed to move the signs as the whole work area moves.  
 
Those signs last I heard are supposed to be turned or taken down at the end of the work day.  
 
Sunrise to sunset is normal in peak season. My last job had the site aprox 1.5 miles in one area and further down another 1.5.  
 
Actually I may be wrong. Poor memory. The newer slower speed signs have to go up at the start and down at the end of the work day.  
 
Speed fines double mean squat unless there is construction signs up. We took those down and put up when safe as in no workers or barriers. Speed fines will double wild apply. Just costs a heck of a lot more when reduced speed signs are up.

the best I can suggest to all here is you enter a designated construction zone when you pass those large hash marked fence things on the side of the road.  
 
at that point make sure you are down to the regular posted speed limit for that road IE 100 k as you are in a constuction zone. then it could be miles later you get the reduced speed ahead then the maximum speed sign at 60.  
 
My beef is unless I have missed it in the regs there does not seem to be a recommended distance between reduced speed ahead sign and the max speed sign.  
 
I got caught here a couple weeks ago on #10, and I swear that day the distance between those two signs was so close that I would have had to have hammered the brakes to get down to 60, as it was I was on the brakes but not hard enough and i entered the 60 zone too fast. the distance between the signs did not allow for a gentle reduction. I'll bet the 2 signs were only 40 meters apart.  
 
there must be some guideline line otherwise the road crew can plunk them down any place they want.  
 
the officer was quite nice and answered several of my questions, but nice or not still gave the ticket he even saw that I was in the process of reducing speed and gave a bit of a break.  
 
to fight it I would have had to go back and measure the distance then hope that there is some regulation in place.  
 
all my fault though, but going forward make sure your at the posted limit when you enter that zone and be on the brakes well before the actual 60 k zone. cause you might not have the time to get down once you pass the reduced ahead sign.
