I know this has been on here before but this situation is horrible. These light do NOT make it a 4-way stop. It means Amber side has to slow and use caution not stop. But the red side does. A 4-way stop only slows traffic way too much.

People think they are being "nice" by stopping to allow other cars to proceed. I think it would be much nicer if they were to follow the rules of the road and not create dangerous situations such as that.

This drives me crazy when everyone stops. It isn't a flashing 4 way. Maybe this city should do flashing red both ways.....that way people who don't know what a flashing yellow means will at least get a flashing red correct. I had to honk to try and get the guy in front of me to even move. Then they throw their arms in the air. Jesus did you not take a driving test to get a license?

Add me to the list of frustrated drivers!!! It's so annoying that people don't know it doesn't mean it's a 4 way stop. It really causes such a headache and so much uncertainty. It's been really dangerous and I've seen some very close calls and there's always lots of honking. It's ridiculous really....  
 
I've heard on the radio where they announce it as a 4 way stop and I just shake my head!  
 
It's now become one of those things where you wonder, do I proceed following the rules of the road or do I do what the stupid majority is doing so I don't get in an accident??  
 
If possible, I now avoid them at all costs! What's an extra 3 minute detour

I think the problem is when your approaching a intersection with the lights flashing yellow or red, a lot of drivers don''t know or can''t see if the other traffic lights on their left or right are also flashing yellow or red, so they just stop. I was in a situation like that where I couldn''t see what the lights were doing in the opposite direction until i was right at the intersection and almost stopped and I didn't want to risk it. But then there's been other time where I have seen what the lights are doing in all directions before I'm right at the intersection.

I don't know about you but I have never seen all 4 lights flashing yellow. Either 2 red 2 yellow, or all 4 red.

Most these days are flashing red one way and yellow the other, but in the past I've seen all directions flashing yellow.  
 
But whatever the lights are doing, it's best to be very causious when the lights are flashing. No one can be trusted on the road.

I stop at all intersections as I don't know if all the other cars will follow the signs, lights and/or rules of the road.  
 
^^^ If this sounds bad, then you now understand what the rest of us think about people stopping at flashing yellows. ^^^  
 
Follow the rules of the road. If you want to be cautious, slow down. I've heard of people being killed by stopping at flashing yellows when the people behind didn't expect it.

the wording used on MPI's road safety tip linked in the above comment contradicts what I've learned while driving in other cities in Canada where lights in this condition are a normal occurence!  
It says that you should treat flashingn amber(yellow) as a yield sign... This isn't necessary since there is supposed to be nobody to yield to. The traffic facing red must not proceed until the intersection is clear of traffic because they have to treat the flashing red as a stop-sign.  
 
Then again, this province doesn't know how to yield sign, because they keep sticking these signs at the start of merge lanes... again, nobody can possibly be in that space, becasue there is a line between their lane and the merge.  
And they wonder why we act confused...

i WISH brandon would do like winnipeg and use the flashing yellow/red lights on main intersections after midnight. but this topic proves why we dont have it im thinking. MOST people in this town do STOP at flashing yellow lights anyway.  
One can only dream i guess that someday.........

People will learn if it becomes more common in Brandon. There is nothing that unique about Winnipeg that makes them understand what to do at a flashing yellow, other than seeing it more frequently and seeing how traffic deals with it.

I don't know why it contradicts what you learn in other cities. I would call what you did in other cities a habit. Yes you treat a flashing yellow as a yield. It is necessary to yield to vehicles already in the intersection along with pedestrians.

Is just one more reason why there should be mandatory driver retesting every 5 - 10 years. People will be reacquainted with the rules of the road. Those that can't pass won't have a license and the roads will be safer for all of us.
