Age of some of these by-laws

I imagine that some by-laws are highly outdated and are remainders out of the 50's and 60's.
Across from me live people with at least 5 cars including a huge company vehicle. They park all in from of other peoples houses, legally, including mine. So, when I get home from shift I can't park in from of my own place. So one week I had enough and parked my rv in the street so I can park my car in the driveway.
Guess what! The bylaw folks hat a ticket on it after pretty much exactly 48 hours.
There's no exemptions on anything in this town and dispute the fact that my rv is safetied, registered and insured, I get a ticket. So, because this happened on a Friday at 3pm I called the city to find out about this bylaw and wouldn't you know it? It's a nice summer day and they're all gone for the weekend. A joke!
I finally, on Monday, get a hold of somebody and he spoon feeds me a bunch of legal mambojambo...outdated laws..blah blah blah.. the fact that I pay taxes and insurances for what I own doesn't seem to matter when I want to
park in front of MY OWN house.
I know this is like this in many towns but it's absolutely outdated and stems from a time when there was 1 car per household. Maybe even 2. But not 5 or 6.
