Question about Express Entry Pool

My brother and his family applied for the Express Entry (Provincial Nominee) to move here in Canada. His total points are 500+. There were a series of pools now with minimum of 400+ points and he still haven't receive an invitation to apply. Is there any other factors that may affect his application?
