Aside from call their 1-800 and reporting complaints that way and directly to your property manager, if you have already asked for a transfer and never got one, I highly recommend documenting everything from down to the time and date. If you still don't get any where in asking for a transfer (which by the way may not necessarily put you in a better area), you could always go above your property managers head and take your issues and concerns to the residential tenancy branch.
The RTB seems to get property managers to actually act when their is a problem. MB housing is supposedly supposed to have a 3 strike rule but I doubt anyone every follows that.
The other issue with Manitoba Housing, is the high rate of turn around for property managers and the lack of telling a tenant when theirs has changed hands. I've been through 6 property managers in 6 years and every time I get a new one, I seem to end up back at square one with any issues I have.
I too am in the same boat as you, I would move out of mb Housing in a heart beat but I can't afford to live else where so I have put up with the bs.
