Agreed, as a pedestrian it's full on defensive mode at this crossing, even with the crosswalk button pressed. Isn't a walk in the park as a driver either coming off of 22nd from either direction and wanting to turn left. I'm hesitant to blindly suggest lights at every single intersection but would be interested to hear plusses and minuses of having them here, look at what effect they might have on traffic flow and what improvements they could have for safety of both pedestrians and drivers.
Not to make this thread into too much more than you intended, but to me this is part of a bigger picture..... the whole area near the mall (which i'd define as anywhere from the East side of 18th to about 22nd St) would benefit from a full re-examine from the perspective of optimizing for pedestrians. I imagine everything was conceived before the density of housing that's evolved over the years. Problem is you have some areas that are Provincial, some that are city and some private and everyone has to work together.
