I can't speak with any authority regarding this issue, so take what I say with a grain of salt. However I have been involved with talks of this nature with the facility in the past.
There are 3 likely reasons.
1. Most probable is ticket control. The old system there had major reliability issues, and it was a very easy facility to get into without a ticket. In the events I had been involved with, I had repeatedly suggested limiting access to the north and south entrances. The fewer entrances, the fewer chances of people getting in somehow without a ticket.
2. Liability. The stairs on the east and west don't always have the best lighting. I've known a few people who have slipped on the ice after a game. Could be a safety /liability concern
3. On the topic of ticket control, there's also a chance there is a push from promoters to not allow reentry. I don't know if there was ever pressure for the KC to do this, but it's one of the few venues of it's nature that allows re entry. Limiting doors in which people use could be a way to control tickets in this manner as well. But, I don't know how likely that is
