Poor signage by the city of Brandon...

For a few weeks now, specifically the 100 block of Rosser Ave. And the 600 block of Princess Ave. E. They have cut up part of the road to add water or sewer lines. It's just loose dirt that ends up getting horribly bumpy after a couple of days but there are no warning signs in these areas. Is the city not responsible for making these?
