We bought an inflatable santa at Walmart. It worked for one day. Read the instructions closer and it requires the plug to be enclosed and the inflatable to be propped up off the ground.  
Second inflatable has been purchased. Got it from Canadian tire.  
My question is, do people really raise them and enclose the connections? If so, how? Or was it just a cheaply made one maybe?

If you raise it off the ground it helps keep it safe from getting popped. I had my penguin torn from ice build up in it one year.  
As for the plug in, you can wrap it with electrical tape.

We've had our inflatables for years now (4 halloween ones and 3 Christmas ones). Same ones for at least 5 years. I've never raised them and never enclosed plug. I have mine plugged in every day so they don't have any time to have an ice build up, and shake them from snow before plugging in. When we stop blowing them up, roughly mid January. We just leave them in the ground till spring thaw, with the snow covering them. I never try to remove them when ground is frozen or they'd rip.

don't want the plug to be sitting in water or even buried in ice, water can be real bad when mixed with electricity.

Funny how some can be just hardly taken care of and still work!  
 
I will say, it did rain the night we had it going. Must have shorted out. Interestingly, the lights came on, it just didn't blow up.
