Could check with MB Housing. Depending on how they view her situation would determine her placement on the waiting list. Everyone always goes on about how long the wait list is for MB Housing but it really comes down to how "emergent" they deem your situation. When I applied I only waited 4 months and I was in a place.  
 
Another place would be to pop down to the 7th Street Access Center. It's located on 7th between Pacific and Rosser. They usually have a list of all the rental properties/ landlords around town you can call.

Have you looked into Sokol manner or something similar ? Lions manner is another just depends on the level of care your mother would need. Also is she looking for somewhere just for dialysis days or full time ?

Definitely call 7th Street Access Center and make an appointment with the housing resource worker!

She is full time dialysis patient in a permanent wheelchair limited mobility with partial blindness.

But it sounds more like she needs to go into long term care. Where handy transit can pick her up and take her to her appointments, plus having things made easier like laundry and nutrition

She is a very independent woman looking to keep what little left she has for as long as she can do so. She will have transportation and all that set up here and she still cooks up a storm. Just low income with a disability which is the need for subsidized apartment
