If you're right downtown you're likely hearing the bells at St. Hedwig's. They're across from the courthouse on 11th. I was downtown recently and heard them at noon.
Traditionally, in the Catholic faith bells are rung at the Angelus times -usually 6a.m., 12noon, and 6p.m. They to accompany a prayer ("The Angelus") that is said at those times. It's a tradition that hails back to an era where timepieces were not commonplace, and it wvould indicate to the faithful it was time for those prayers.
But why 4and 7 I don't know, lol.
