Can anyone help me find the law or act stating accessibility on leased crown land in Mb. Thanks

Not sure if this is what you are after. I looked at the page that said "off road vehicle" and it said: you must obtain a licence of occupation and /or permit from the Province.  
 
I do not see a number you can call, But I see a facebook page where you could send a message:

It says in the MB hunting guide that no permission is required to go on leased crown land, however it is recommended you tell the leaser that you will be on there. The only other time that changes is if they are living on or have corrals with live stock on the leased land.

I am aware that no permission is needed to go no lease land but am trying to find the actual act or law stating this. Goin to small claims court and want to bring this info with me. Thx

The proper thing to do is speak with the lease holder.

That very well may be true, however, if signs are posted to the contrary, you may in violation of the provincial law.  
 
"3. The minister may cause signs to be posted on or adjacent to resource roads prohibiting, controlling or governing the operation of vehicles on those roads.  
 
4. Except under the authority of a permit issued under section 5, no person shall operate a motor vehicle or an off-road vehicle in contravention of a sign posted under section 3"

there are many Manitoba Crown Land Acts - all you have to do is google that exact thing and they will come up.

And more confused than ever. Best I can find is hunters are allowed access for hunting without the leases approval but would like to see the actual law or act. Thx

You will then know the information you are given is correct.

From our understanding of the contract, You have the right to existing pathways, but if the land is on an agricultural lease, taking your 4 Wheeler onto the agricultural land to destroy and rip around doesn’t meet the requirement of using existing pathways. No you cannot cut the farmers fences, cut firewood, or use the leased farmable land for your own personal use.  
The lessor’s contract will always i:nclude this requirement  
 
 
(b) not interfere with the public right of passage through the permitted lands over a portage, road or trail in existence on the date the permit was first issued, and, if the lands are fenced, the holder must erect gates across such a portage, road or trail:

Most leased Crown land is open for hunting. However, there may be limited areas of leased Crown lands, which are intensively used, such as livestock corrals, feeding areas and building sites, where hunting is prohibited. These areas will be identified by approved signs provided by Manitoba Agriculture, Food and Rural Development. Permission is not required to hunt on leased provincial Crown land, which is not posted in this manner. It is recommended that hunters notify leaseholders before entry. Please do not damage trails, drive across fields, or leave gates open.
