Recently I've moved out of town and am wondering what suggestions people have to meeting your neighbors? I am apprehensive to just 'pop over' as some may not like that, but I have no way to contact them to arrange a planned meeting. What have you done in this situation or what suggestions do you have?

It’s probably ok to just go over, people in the country are friendly I’ve found. It’s the only place I can drive people wave with more then a finger! Seriously though I’d recommend just going over and introducing yourself to them you can get a good feel for them and what they’re all about

print up some nice cards and leave them tucked in their door if they're not at home, introducing yourself and providing some contact information

an eye out for when they are out and about in their yards or even in their fields. Give a wave and pop in to say hi and introduce yourself, ask some questions about the area and exchange info, it's always nice to have a network with the neighbors.  
If they've lived in the area for a long time they'll often know some of the other neighbors as well and be able to tell you who welcomes drop bys and who doesn't

if you have livestock of any sort, it is good to introduce yourself to your country neighbours in the event any of your animals get loose, they will know who's they are and your contact information should this happen!

Wait until you see them outside! Lol. My neighbor has a tendency to stop in when I am finished a hard day of yard work and gone in the house had a shower and am walking around in my nightgown at supper time.

Just go over say I'm so and so I just moved in next door and just wanted to introduce myself. Also yes like previously stated you can also wait until you see them out working. However i dont think that's a huge deal just pick your time as also previously stated dont show up at supper or lunch unless that's the only time you can catch them for some reason . If you go a few times and no answers then maybe try the card idea. At the end of the day though after a few minutes you'll be able to tell if there busy or dont want you there, or even after you introduce yourself ask if there busy or if they have a few minutes to talk at that point they say yes or no lol but you still introduced yourself..
