I was approached by a person in a black suv and told to clean my back window (which is fine). I'm trying to figure out if it was police or not. Do police drive those in Neepawa?

only police in Neepawa would be RCMP. Did he have a RCMP uniform on? Seems weird that they would pull you over to just say clean your rear window.

Exactly... It was the RCMP he is my neighbor and hes a good guy. Looks like he also saved you a couple hundred. Stay safe.

Likely Rcmp Traffic Services. They have unmarked SUV's and trucks. Could also have been an Rcmp Investigator.

A truck, it has to have outside mirrors of a certain size. If you are driving a vehicle with small mirrors or only a driver's side mirror, you can't block off your rear window. A dirty window would be considered obstructed.

attach a link to your assumption?? The mirrors on my suburban are the same size as a 3/4t truck and only slightly bigger than my sons G5 car.  
I agree with the passenger side mirror....but your idea of mirror size is not factual unless you can support it with something based out of the HTA.

Are you trying to start a buzz around the eBrandon community about police abusive power blah blah blah. Not sure what you meant when you said you were approached by "a person". Was it an uniformed RCMP police officer or just some due walking down the street. If it was a nice polite police officer telling you to wash your back window, then wash it.

They pull you over? Or was this somewhere you were parked? I guess I would have asked them for identification if I was curious. I do drive around that area and followed a black suv (ghost car) that was flashing speeders so do know they drive them.

Don't need a wash cloth on my forehead (what ever that means) but someone might need to take a chill pill. From what I'm getting from your post is some guy walked up and told you to wash your back window. Not sure why you assumed it was a Mountie. It could have been the owner of the local car wash FCOL. I'm still not sure what the point of your post is.

HTA is very easy to research. Attached is section 182(4).  
LAYMANS TERMS:  
Nothing to obstruct 180° view of driver (YES...this i:ncludes all that stuff hanging from your rear view mirror...)! Sub section C indicates if you do not have TWO side mirrors (acceptable to vehicle standards) you must have unobstructed rear view mirror.  
Failure to comply may result in an 'A' fine (Google Manitoba Brown Book 2020-shows all common fines HTA & More with charge code) of $113.
