Fashion?

I know it’s a generational thing, but what’s with this fashion statement that involves the wearing of pants with the waist band under the bum and the crotch between the knees. They never seem to lose them, how are they kept from falling off. Obviously there is difficulty walking. It looks like they’ve pooped their pants.
