Dogs: who makes the rules?

a male dog + female in heat = puppies... we do not have to be rocket scientits to know that. If you have a female dog there is a LAW that says she MUST be kept indoors at all times!! and if you have a male dog you MUST not let it roam. ANY resposnsible person can easily prevent and unwanted litter. Anybody that decides to breed their dog for a variety of reasons.. like my favorite myth that some people still believe that you should let them have one litter... is IRRESPONSIBLE!
After reading about the animal thread, I just had to start one about humans. Why is it that if you have a female dog it is LAW to keep it inside. If we all think we are gods to other forms of life why don't we practise the same? Why are females allowed out to roam bars during monthly ovulation? Why are males allowed to stray from bar to bar looking for females in heat? Where do we give another species no options what to do in their lives when these practices are not done with ourselves? I am curious on how we get to play god. With overpopulation being seen of humans why are we not limited to (I think China) with a one child limit? If an animal could speak and questioned why they were neutered but not yourself, what would you say? I am sure people are going to wonder how I could even compare a "pet" to a human. Really I am comparing an animal species to an animal species.
