Real solutions in dealing with "anonymous" bullies

now that you are able to text from your computer and type in any name or number you wish
there is a whole new twist on anonymous bulling.
Brandon police service told me on any given day there is at least 12-20 phoned in complaints about an anonymous text threats to facebook threats that they deal with every day.
any computer or cell with internet can text and make the author or number as the sender anonymous
what would you do?
especially since you "can't prove" who the author is if you were being privately harassed by some one?
