tim mclean vigil, mental health issues and NCR

according to the paper, the family are lobbying for a new law that would make it manditory for people who kill as a result of mental illness to have an immediate life sentence. Although i agree, that a person should be treated for their mental illness while in the prison system, i am not sure if i agree with the issue of a manditory life sentence. The ncr law (not criminally responsible) is just that, that someone was out of touch with reality when the crime occured, thus not being in control of what they are doing.
dont get me wrong, i really feel for this family and all of what they have been through, but this is just not sitting well with me. i also think that having this vigil at city hall implies that the city of brandon are behind this proposed law. someone please correct me if my information is incorrect. I think it is horrible what happend to Tim McLean, it was a violent and brutal killing, but the person who did this was psychotic when the crime occured, and not in control of their actions.
i am just curious of what others think of this. I am not trying to get into an argument about this as clearly there are no winners in this sad sad story.
