Late night telemarketers

For the last two nights, I've received 4 telemarketing calls. Normally not that big a deal. I just brush them off.
But these calls were beyond annoying. Before anyone says 'you should be on the do not call list.'
We've been on that list since the option became available. If anything we receive even more calls!
Some on our private cell with an unlisted number. Some come on our fax line!
These 4 calls of which I am speaking rang our number at 8:30-9:00 PM. 'Do I want to donate to some charity so they can 'teach' starving kids in Africa to grow their own crops and help stop their starvation from continuing?'
Other than never ever owning a phone, a fax machine or cell phone, is there any way I can block these annoying calls?
It is the constant hang up calls throughout the day and late evening calls which are very annoying.
