Why is it called “The Order of Manitoba”?

When is the NDP government going to come clean and name “the Order of Manitoba” as what it is “the Order of Winnipeg”.
Of the twelve nominees to be inducted on July 15th only two may have been herd of outside of Winnipeg, namely filmmaker Guy Maddin, and weather person Sylvia Kuzyk.
The province’s highest honour recognizes those who have "demonstrated excellence and achievement in any field of endeavour, benefiting in an outstanding manner the social, cultural or economic well-being of Manitoba and its residents," according to a news release issued by the Order of Manitoba advisory council. (Located in Winnipeg).
The 10 other recipients are: Albert El Tassi, Yhetta Miriam Gold, Kevin P. Kavanagh, Roland Mahe, Joseph Meconse, Sylvia Ostry, Frank Plummer, Corinne Scott, Emoke Szathmary, and Josephine Wright.
If anyone can give a connection with these people outside of the ‘Great Wall of Winnipeg’ please let me know.
We should be creating a real “Order on Manitoba” which excludes anyone living inside the impenatratable ‘Perimeter’.
