Are youth misguided?

I know the following story happened in Winnipeg and not here in Brandon but it has to cause concern for every person in this country. Are we doing enough in society to prevent attacks like this from happening? The consequences for our youth are garbage and non-existent. It's time for our government to stand up and make a difference.
From today's Winnipeg Sun: "Six teens are charged in a mob-style attack, who allegedly used baseball bats and tree branches as weapons.
Winnipeg Police say a 45-year-old man and a 22-year-old man were walking in Osborne Village around 11:45 p.m. July 3, when several males approached and assaulted the 45-year-old man.
The victim went to hospital with serious but non-life-threatening injuries and his cellphone and wallet were stolen.
The 22-year-old man fled the area and flagged down a police cruiser.
Police say officers immediately located a 16-year-old suspect still assaulting the victim and arrested him.
An investigation led to the later arrests of five more youths. All suspects are male and between the ages of 14 and 17.
They are charged with robbery, aggravated assault, assault with a weapon and robbery with a weapon."
