What to do about inappropriate work conduct?

What do you do when you know a staff person is saying and doing things that are not work appropriate but yet when you go to the boss they just laugh and nothing gets done. When you approach that person they get into self defense mode and start attacking you. Just wondering if anyone had a similar situation or is in one right now or if anyone has any answers.
